A delay-off feature runs the fan for a set time after it is switched off, to clear the last smoke and steam, and many hoods have an interval or fresh-air mode that turns the fan on for a few minutes every hour. Some hoods pair with a cooking surface and follow its burners. When none of those explain it, the reason is in the controls: a slide switch stuck with grease, a keypad key held down by moisture under its membrane, a relay on the board whose contacts welded shut, or a heat sensor that reads hot when it is not. A fan that cannot be stopped at all, not even by its own off key after the heat is gone, can be stopped at the breaker until it is repaired, and nobody needs to reach into the canopy to find the switch.
